HOUSE CONCURRENT RESOLUTION NO. 67
(Delegates Manuel, C. White, Sparks, Jenkins, Hubbard,
Susman, Dempsey, Faircloth, Stemple, Willis, Hall, Smirl,
Thompson, Boggs, Leach, Hatfield, Dalton, Mezzatesta, Ennis,
Shelton, Williams, Yeager, Proudfoot, Trump and Anderson)
Requesting the Joint Committee on Government and Finance to make
a study of staffing adequacy in the areas of art education,
music education, physical education and school nurses and
the impact that reduction in force levels will have on each
of these areas.
Whereas, It is vital to the futures of the children and the
entire state of West Virginia that our children are exposed to a
fundamental level of art, music and physical education; and
Whereas, These forms of education provide students with an
important foundation upon which to build their future in school
and in life; and
Whereas, School nurses provide invaluable services to the
students throughout West Virginia's schools by seeing to the
health and well-being of each individual student; and
Whereas, Reductions in staffing in all areas of education are being required state-wide which will impact art education, music
education, physical education and school nurses; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study staffing adequacy and the
impact of reduction in force on art education, music education,
physical education and school nurses; and to make recommendations
to the Legislature regarding the same; and be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, two
thousand, on its findings, conclusions and recommendations,
together with drafts of any legislation necessary to effectuate
its recommendations; and be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
